b) In many countries art and music schools are outside the university system ( here where I live there both art schools in the university and separate art schools and music conservatories that are not university affiliated)

First  of all,  this  situation is  changing especially  in Europe. To compute  North American education and research,  Bologna  process is realized in EU  and  will be  active  after 2010.  PhD education is  called as   third  cycle.   The third  cycle  will make  a equality in all European Education. Art  Schools  and music conservatories  will  have to use  a university structure.  

a) In the arts does it make sense to discuss the PhD research degree in isolation from redesigning the art/design curriculum as a whole ?

This is  also a tricky  but  important  question and has been arguing since beginning.  In contrast with Science Education,  Criticism   starts  at  the the beginning  of the first year of undergraduate education in Art and Design.  In this  way, criticism means  a  kind of  research   especially in studio works at Art and  Design schools.  

Following process in studio works,  (problem specification, reviews of  existing  work, problem solving-creating original idea) is  exactly the same as how  a PhD  project  is  structured.  Nevertheless,  m! ost of art  teachers  keep away  from a researc! h degree titled as PhD  because  they afraid of departing  from artistic  concept ;  they think, they  will be a  scientist  if  they  study a PhD  Degree although  their methodology is  the same as a PhD  Process.

Therefore  I  believe,  most  research  schools make a mistake  as  saying   ¨practise based¨ PhD  to explain artistic research clearly  to art audience.  

I  avoid to say PRACTICING  Art.  Artistic work to me  is a  pure  research.  That  is  described as Reflection in Action by  Donald  A.  Schon.  ( Schon83)
